1. Rule 45 – Change in Recruitment Procedure
The amendment to Rule 45(2) streamlines the vacancy management process. The previous mandate to "take steps to fill them up" has been replaced with the requirement to "send it to the Railway Board." This adjustment centralizes recruitment oversight, ensuring the Railway Board maintains direct control over the hiring pipeline.
2. Rule 47 – Updated Enlistment Standards
The newly revised Rule 47 comprehensively defines the updated physical standards mandatory for all applicants joining the Railway Protection Force.
(a) Executive Cadre
For candidates seeking entry into the Executive Cadre, the required physical benchmarks are now strictly at par with the CAPFs:
-
Height: 170 cm
-
Chest (for male candidates):
-
Unexpanded: 80 cm
-
Expanded: 85 cm
-
Female applicants and candidates from reserved categories will adhere to the same physical standards currently applicable in CAPF recruitments.
(b) Other than Executive Cadre
For positions other than the Executive Cadre, the minimum physical requirements are defined as follows:
-
Height: 165 cm
-
Chest (for male candidates):
-
Unexpanded: 80 cm
-
Expanded: 85 cm
-
A relaxation of 2.5 cm in height and 5 cm in chest may be permitted for candidates under 20 years old, provided a Divisional Medical Officer certifies they are likely to reach the full standard by the maximum age limit.
The Director-General reserves the authority to prescribe distinct standards for female candidates in future recruitment drives.
3. Rule 48 – New Provisions for Constable (Executive)
The amendment introduces a new sub-rule, 48.3, which establishes specific eligibility criteria for Constable (Executive) posts:
-
Age Limit: 18 to 23 years, determined as of the date of the recruitment notification.
-
Educational Qualification: Candidates must have successfully passed the High School Examination (or equivalent) from a recognized Board or University.
Furthermore, references to "Constable" in sub-rule 48.2 have been updated to "Constable other than Executive Cadre" to ensure clear role distinction.
4. Rule 49 – Revised Recruitment Process
The selection procedure for Sub-Inspectors (Executive) and Constables (Executive) will now strictly adhere to the Staff Selection Commission (SSC) recruitment model utilized by the Central Armed Police Forces (CAPFs).
This transition ensures that RPF recruitment is conducted via the SSC, fostering a uniform, highly transparent, and standardized selection experience across all national paramilitary forces.
Additionally, sub-rule 49.2 has been modified to replace the term "Constables" with "Constables except Constable (Executive)", effectively delineating the processes for Executive and Non-Executive branches.
5. Rule 51 – Updated Medical Examination Procedure
The medical examination protocols have been upgraded and categorized to ensure rigorous physical assessment standards.
-
A new sub-rule, 51.1, has been introduced, mandating that medical examinations for Sub-Inspectors (Executive) and Constables (Executive) must be conducted by:
-
A Medical Officer of the CAPFs, or
-
A Grade-I Medical Officer/Assistant Surgeon from any Central or State Government hospital or dispensary.
-
The existing sub-rule 51.1 is renumbered as 51.1A, now specifically governing medical standards for candidates outside the Executive Cadre.
